Enter Bobby Strong, a young idealist who rebels after his father is sent to Urinetown for refusing to pay. Inspired by his love for Hope Cladwell, Caldwell’s daughter, Bobby rallies the downtrodden citizens to rise against UGC’s tyranny. As the revolt gains steam, the battle between the oppressed and the corrupt elite heats up, revealing dark and humorous truths about power, corruption, and love.
